Description
The Severobaikalsk master plan is a strategy to “Reconnect with Baikal”: a boulevard replaces a transit street, a pedestrian viaduct crosses the railway, and a beach, yacht club, and technopark link the city center to the lakefront.
PROJECT DESCRIPTION
СРОК РЕАЛИЗАЦИИ: 1 год
The Severobaikalsk master plan was developed in 2022, commissioned by DOM.RF, the Government of Buryatia, and the city administration, with REZEDA and DASREDA as co-authors. Its central idea is defined by the statement “Bring Baikal Back to the City” — to overcome the disconnection between the urban fabric and the lake, caused for decades by railway lines running along the entire waterfront.

PROJECT DESCRIPTION
СРОК РЕАЛИЗАЦИИ: 1 год
Severobaikalsk is the northernmost city on Lake Baikal and one of the key nodes of the Baikal–Amur Mainline. It developed as a workers’ settlement, featuring distinctive housing typologies and a unique planning structure, yet never fulfilled its projected role as an industrial center. Today, with a population of around 24,000, its main urban challenge remains the lack of access to the waterfront and the shortage of high-quality public spaces.

PROJECT DESCRIPTION
СРОК РЕАЛИЗАЦИИ: 1 год
The master plan proposes a continuous pedestrian axis connecting the city center to the shoreline. The main street is transformed into a civic boulevard with cafés, public functions, and hexagonal extensions referencing local architectural motifs. From the railway station, a pedestrian viaduct spans the tracks, leading residents to a comfortable beach within a six-minute walk. A spiral observation tower, 20 meters high, and recreational areas are positioned along the descent to the water.

PROJECT DESCRIPTION
Along the waterfront, the project introduces a yacht club with a marina and an artificial peninsula for mooring vessels, while further inland it proposes the development of an academic campus and a technopark. The strategy includes comprehensive upgrades to streets, parks, and public spaces, alongside the growth of tourism and educational infrastructure. The master plan establishes a framework for sustainable development, reintegrating Baikal into the everyday life of the city.
